Singrauli News: सिंगरौली विंध्यनगर-शक्तिनगर-तेलगवां मार्ग पर आवारा मवेशियों का जमावड़ा और रात के समय पसरा अंधेरा राहगीरों के लिए खतरा बनता (The presence of stray cattle on the road, combined with the darkness that sets in at night, poses a danger to passersby.) जा रहा है। सड़क पर कहीं मवेशी बैठे नजर आते हैं, तो कहीं भारी वाहनों की आवाजाही के बीच उन्हें बचाकर निकलना वाहन चालकों की मजबूरी बन (It has become a compulsion for the drivers to avoid the movement of heavy vehicles.) जाती है। ऐसे में दुर्घटनाओं की आशंका के बावजूद समस्या का स्थायी समाधान नहीं होना एनटीपीसी प्रबंधन की व्यवस्था पर सवाल खड़े (The failure to find a permanent solution to the problem, despite the risk of accidents, raises questions about the NTPC management’s systems.) कर रहा है।
इस मार्ग पर राखड़ से भरे भारी वाहनों का लगातार आवागमन होता (Heavy vehicles loaded with ash frequently travel along the route.) है। इसके बावजूद सड़क पर बैठे मवेशियों को हटाने और उन्हें सुरक्षित स्थानों पर पहुंचाने की व्यवस्था प्रभावी नजर नहीं आने की शिकायतें (There are complaints that the arrangements for removing cattle from the roads and relocating them to safe places do not appear to be effective.) सामने आ रही हैं। बताया जाता है कि एनटीपीसी प्रबंधन ने इस कार्य के लिए समितियों को जिम्मेदारी सौंपी (The NTPC management entrusted the responsibility for this task to committees.) है। इसके बाद भी सड़कों पर मवेशियों का जमावड़ा बना रहना संबंधित समितियों की कार्यप्रणाली और निगरानी व्यवस्था पर सवाल खड़े करता है।
स्थानीय स्तर पर समितियों के कामकाज, जिम्मेदारों की निगरानी और कार्यों में पारदर्शिता को लेकर भी सवाल (There are also questions about the functioning of committees at the local level, monitoring of those responsible, and transparency in their work.) उठाए जा रहे हैं। हालांकि, इन आरोपों की स्वतंत्र पुष्टि होना बाकी है। ऐसे में यह स्पष्ट किया जाना जरूरी है कि किन समितियों को जिम्मेदारी दी (It needs to be clarified which committees have been given the responsibility.) गई है, उनके कार्यों की निगरानी कौन करता है और निर्धारित दायित्वों का पालन नहीं होने पर क्या कार्रवाई की जाती है।
समस्या को और गंभीर बना रही हैं सड़क किनारे लगे विद्युत खंभों पर बंद पड़ी स्ट्रीट लाइटें (The non-functional street lights on the utility poles along the roadside are making the problem even more serious.) । रात के अंधेरे में सड़क पर बैठे मवेशी समय रहते दिखाई नहीं देते। अचानक सामने आने वाले पशुओं को बचाने के प्रयास में दोपहिया वाहन चालकों के गिरने और भारी वाहनों के अनियंत्रित (Two-wheeler riders falling while trying to save animals that suddenly appear in front of them and heavy vehicles going out of control.) होने का खतरा बना रहता है। इससे राहगीरों के साथ बेजुबान पशुओं की जान भी जोखिम में पड़ती है।
जनसुरक्षा से जुड़े इस मामले में एनटीपीसी प्रबंधन को तत्काल संबंधित समितियों के कामकाज की समीक्षा करनी (NTPC management must immediately review the functioning of the relevant committees.) चाहिए। सड़क से मवेशियों को सुरक्षित स्थानों पर पहुंचाने, बंद स्ट्रीट लाइटों को चालू कराने और संवेदनशील स्थानों पर सुरक्षा व्यवस्था मजबूत करने की जरूरत (There is a need to get non-functional street lights repaired and to strengthen security arrangements in sensitive areas.) है। अब देखना यह है कि प्रबंधन जिम्मेदारी तय कर ठोस कार्रवाई करता है या फिर यह समस्या यूं ही बनी रहती है।
