Singrauli News: सिंगरौली में धड़ल्ले से प्लाटिंग का खेल; कॉलोनाइजर नियमों की अनदेखी, नगर निगम की निगरानी पर उठे सवाल?

Singrauli News: सिंगरौली जिला मुख्यालय बैढ़न के बलियरी सहित नगर निगम क्षेत्र (Municipal Corporation area, including Baliyari in Baidhan the Singrauli district headquarters) में जमीनों की मनमानी प्लाटिंग और बिक्री का मामला चर्चा (The issue of arbitrary plotting and sale of land is a topic of discussion.) में है। आरोप है कि कई स्थानों पर भूमि स्वामी जमीन को छोट-छोटे भूखंडों में काटकर बिक्री (It is alleged that in many places, landowners are dividing the land into small plots and selling them.) कर रहे हैं, जबकि कॉलोनी विकसित करने की स्थिति में निर्धारित कॉलोनाइजर प्रक्रिया और स्थानीय निकाय की अनुमति का पालन (Adherence to the prescribed colonizer procedure and local body approval for colony development) किया जाना आवश्यक है। इसके बावजूद संबंधित अमले की नियमित निगरानी और जांच को लेकर सवाल उठ रहे हैं। स्थानीय स्तर पर सबसे अधिक प्लाटिंग की गतिविधियां बलियरी क्षेत्र (The Baliyari area sees the highest level of land-plotting activities at the local level.) में होने की बात सामने आ रही है।
इसके अलावा गनियारी समेत नगर निगम क्षेत्र के अन्य हिस्सों में भी जमीनों की बिक्री का सिलसिला जारी होने की चर्चा (There is talk of the sale of land continuing in other parts of the municipal corporation area as well.) है। आरोप के साथ-साथ सूत्र यह भी दावा (Along with the allegations, sources also claim…) कर रहे हैं कि दलालों की सक्रियता के चलते जमीनों की खरीद-बिक्री तेजी से हो (Due to the activeness of brokers, buying and selling of land is happening rapidly.) रही है और नगर निगम का अमला इस पर प्रभावी कार्रवाई नहीं कर रहा है। हालांकि इन आरोपों की आधिकारिक पुष्टि होना बाकी है (These allegations are yet to be officially confirmed.) । वहीं म.प्र. में नगरीय क्षेत्र में कॉलोनी स्थापित करने और जमीन को प्लॉटों में विभाजित कर विकसित (Establishment of colonies and development of land by subdividing it into plots in urban areas of Madhya Pradesh.) करने के लिए कॉलोनाइजर पंजीयन तथा निर्धारित विकास प्रक्रिया लागू (Colonizer registration and the prescribed development process are applicable.) है। सरकारी व्यवस्था में कॉलोनाइजर पंजीयन के साथ कॉलोनी विकास अनुज्ञा और ले-आउट स्वीकृति जैसी प्रक्रियाएं निर्धारित (Procedures such as colonizer registration, colony development permission, and layout approval have been prescribed within the government system.) हैं।
विकास योजना, भूमि उपयोग, पहुंच मार्ग, स्वीकृत ले-आउट और आवश्यक विकास कार्यों से जुड़े प्रावधानों का पालन भी प्रक्रिया का हिस्सा (Adherence to provisions related to essential development works is also part of the process.) है। विकास अनुमति के लिए भूमि की स्थिति और पहुंच सहित निर्धारित मानकों की जांच का प्रावधान (Provision for examining prescribed standards, including land status and accessibility, for development permission.) है। इसके अलावा जहां रियल एस्टेट परियोजना रेरा के दायरे में आती है, वहां परियोजना का पंजीयन कराए बिना प्लॉट का विज्ञापन, मार्केटिंग या बिक्री करने पर रोक (Ban on advertising, marketing, or selling plots without project registration.) है। कानून में छोटे प्रोजेक्टों के लिए निर्धारित छूट भी दी गई (Ban on advertising, marketing, or selling plots without project registration.) है। यही व्यवस्था नगर निगम के साथ संबंधित नगर परिषद और नगर पंचायत क्षेत्रों में भी लागू प्रावधानों (The same system and provisions apply to the areas of the concerned Municipal Councils and Nagar Panchayats, alongside the Municipal Corporation.) के अनुसार देखी जानी चाहिए। बरगवां और सरई क्षेत्र में भी धड़ल्ले से भूमि बिक्री और प्लाटिंग की शिकायतें सामने (Complaints of rampant land sale and plotting have also surfaced in Bargawan and Sarai areas.)आने की बात कही जा रही है।
प्लाटिंग वाले क्षेत्रों का भौतिक सत्यापन कराने की मांग
चर्चा है कि यदि उक्त बाते सही हैं तो ऐसे में सवाल उठता है कि नगर निगम और संबंधित नगर निकायों द्वारा प्लाटिंग वाले क्षेत्रों का भौतिक सत्यापन क्यों नहीं कराया जा (Why is physical verification of plotted areas not being done by the Municipal Corporation and the concerned municipal bodies?) रहा। क्या संबंधित भूमि स्वामियों के पास कॉलोनाइजर पंजीयन, स्वीकृत ले-आउट और विकास अनुमति मौजूद (Do the concerned landowners possess colonizer registration, an approved layout, and development permission?)है, यदि नहीं तो अब तक नोटिस या कार्रवाई क्यों नहीं हुई? प्रशासनिक स्तर पर जांच होने के बाद ही वास्तविक स्थिति स्पष्ट (The actual situation will become clear only after an inquiry at the administrative level.) हो सकेगी। स्थानीय लोगों का कहना है कि बिना नियमानुसार विकास के प्लॉट खरीदने (The actual situation will become clear only after an inquiry at the administrative level.) वाले लोगों को भविष्य में सड़क, नाली, बिजली, जल निकासी और अन्य मूलभूत सुविधाओं को लेकर परेशानी उठानी पड़ (Difficulties in accessing other basic amenities) सकती है। इसलिए नगर निगम को बलियरी, गनियारी, कचनी, नौगढ़, हर्रई, ढोटी सहित ऐसे सभी क्षेत्रों में रिकॉर्ड और मौके की जांच कर स्थिति स्पष्ट करनी (To clarify the situation by examining records and conducting on-site inspections in the respective areas.) चाहिए।
