Singrauli News: सिंगरौली में शहरवासियों को सस्ती दर पर स्वच्छ पेयजल उपलब्ध (Clean drinking water made available to Singrauli residents at affordable rates.) कराने के उद्देश्य से नगर निगम द्वारा लगाए गए वाटर एटीएम (Water ATMs installed by the Municipal Corporation for this purpose.) अब अपनी उपयोगिता को लेकर सवालों के घेरे में हैं। करीब 57 लाख रुपये की लागत से तीन स्थानों पर लगाए गए वाटर एटीएम से लोगों को नियमित सुविधा नहीं मिलने के आरोप (Allegations that people are not receiving consistent service from water ATMs installed at three locations.)  सामने आ रहे हैं।

 

जानकारी के मुताबिक नगर निगम क्षेत्र (According to the information, the municipal corporation area) में फल मंडी मोरवा, शहरी तहसील परिसर और वार्ड क्रमांक 40 में मल्हार पार्क के सामने चौपाटी क्षेत्र में वाटर एटीएम स्थापित (Water ATM installed in the Chaupati area opposite Malhar Park in Ward No. 40.) किए गए हैं। इनका उद्देश्य आम लोगों को आसानी से पेयजल उपलब्ध (Objective: To make drinking water easily available to the general public.) कराना था, लेकिन स्थानीय स्तर पर इनके संचालन और रखरखाव को लेकर लगातार सवाल उठ रहे (Questions are constantly being raised regarding maintenance.) हैं।

 

लोगों का कहना है कि जिन मशीनों से नियमित पेयजल सुविधा मिलनी (The machines from which a regular drinking water supply is to be obtained) चाहिए, वे कई बार बंद या अनुपयोगी नजर आती हैं। ऐसे में सवाल उठना स्वाभाविक है कि जिस उद्देश्य से लाखों रुपये खर्च किए गए, उसका लाभ आम नागरिकों को आखिर (After all, the benefits for ordinary citizens…) कितनी नियमितता से मिल पा रहा है।

 

मेंटेनेंस और सुरक्षा व्यवस्था पर भी उठे सवाल
वाटर एटीएम के संचालन के साथ इनके रखरखाव को लेकर भी सवाल सामने (Questions have arisen regarding the maintenance of water ATMs alongside their operation.) आए हैं। आरोप है कि मशीनों के नियमित संचालन पर स्थिति स्पष्ट नहीं (It is alleged that the situation regarding the regular operation of the machines is unclear.)  होने के बावजूद मेंटेनेंस के नाम पर भुगतान किया गया। हालांकि इन भुगतानों की वास्तविक स्थिति (However, the actual status of these payments)  और पूरी प्रक्रिया संबंधित दस्तावेजों से ही स्पष्ट हो (The entire process should be clear from the relevant documents themselves.) सकती है।

 

इसी बीच कुछ उपकरणों के चोरी होने की घटनाओं की चर्चा ने नगर निगम की सुरक्षा व्यवस्था पर भी सवाल खड़े (Discussions surrounding the incidents have also raised questions about the Municipal Corporation’s security arrangements.) कर दिए हैं। लाखों रुपये की सार्वजनिक संपत्ति की सुरक्षा के लिए क्या इंतजाम (What arrangements are in place to safeguard public property worth lakhs of rupees?) किए गए थे और उनकी निगरानी किस स्तर (At what level is their monitoring being conducted?) पर की जा रही थी, यह भी जांच का विषय बन गया है।

 

वाटर एटीएम की स्थापना, कुल लागत, रखरखाव पर हुए खर्च, भुगतान और वर्तमान संचालन की स्थिति का विस्तृत ब्यौरा सार्वजनिक किए जाने की मांग भी उठ (There was also a demand to make public the detailed details of the current operational status.) रही है।

 

स्मार्ट टॉयलेट भी उपयोगिता पर सवालों के घेरे में
वाटर एटीएम के साथ शहर में लगाए गए कुछ स्मार्ट टॉयलेट की स्थिति को लेकर भी चर्चा तेज (Discussions are also intensifying regarding the status of some smart toilets.) है। वार्ड क्रमांक 40 के पार्षद ने वाटर एटीएम की स्थापना और संचालन को लेकर आपत्ति (Councillor of Ward 40 raises objections regarding the installation and operation of water ATMs.) जताई है। उनका कहना है कि यदि नागरिकों को अपेक्षित सुविधा ही नहीं मिल रही है तो इतनी बड़ी राशि खर्च करने का औचित्य क्या है।

 

इसी क्षेत्र में स्मार्ट टॉयलेट की स्थिति भी सवाल खड़े (Questions are also being raised about the condition of smart toilets in the area.) कर रही है। न्यायालय परिसर के समीप स्थापित स्मार्ट टॉयलेट को हटाया (Smart toilet installed near the court complex removed.) जा चुका है, जबकि राजमाता चूनकुमारी स्टेडियम के मुख्य द्वार के सामने स्थापित स्मार्ट टॉयलेट के उपयोग को लेकर भी सवाल उठ (While questions were also raised about the use of the smart toilet installed in front of the main gate of Rajmata Chunkumari Stadium.) रहे हैं।

 

अब सबसे बड़ा सवाल यही है कि जनता की सुविधा के नाम पर खर्च की गई करोड़ों की सार्वजनिक राशि का वास्तविक लाभ नागरिकों को कितना (To what extent do citizens actually benefit from the crores of public funds spent in the name of public convenience?)  मिल रहा है। वाटर एटीएम और स्मार्ट टॉयलेट की लागत, संचालन, मेंटेनेंस, भुगतान और सुरक्षा व्यवस्था को लेकर नगर निगम यदि विस्तृत जानकारी सार्वजनिक (If the Municipal Corporation makes public detailed information regarding security arrangements) करता है, तो तस्वीर और अधिक स्पष्ट हो सकेगी।
