Breaking News: दिल्ली में 1 नवंबर की विपक्षी रैली से पहले सुरक्षा का सख्त पहरा, रामलीला मैदान में DCP का निरीक्षण; CCTV से निगरानी और शाम 5 बजे तक कार्यक्रम खत्म करने के निर्देश

Breaking News:  दिल्ली के रामलीला मैदान में 1 नवंबर को होने वाली विपक्षी गठबंधन की रैली से पहले पुलिस ने सुरक्षा तैयारियां तेज कर दी (Police have stepped up security preparations ahead of the opposition alliance’s rally.) हैं। सेंट्रल दिल्ली के DCP ने रामलीला मैदान पहुंचकर व्यवस्थाओं का जायजा लिया (The DCP of Central Delhi reached Ramlila Maidan and took stock of the arrangements.) । रैली में बड़ी संख्या में लोगों के पहुंचने की संभावना को देखते हुए सुरक्षा, भीड़ प्रबंधन और यातायात व्यवस्था (Security, crowd management, and traffic arrangements, in view of the expected large turnout at the rally.) पर विशेष ध्यान दिया जा रहा है।

 

 

शाम 5 बजे तक खत्म करना होगा कार्यक्रम
दिल्ली पुलिस ने रैली के आयोजन के लिए समय सीमा समेत कई शर्तें तय (Delhi Police has set several conditions, including a time limit, for the holding of the rally.) की हैं। निर्देशों के मुताबिक, कार्यक्रम सुबह 10 बजे से शाम 5 बजे तक ही आयोजित किया जा सकेगा। तय समय के बाद रैली जारी रखने की अनुमति नहीं होगी (Permission to continue the rally beyond the stipulated time will not be granted.) । प्रतिभागियों के मैदान में रात बिताने और वहां से किसी दूसरे स्थान तक मार्च निकालने पर भी रोक (Participants are also prohibited from spending the night at the ground or marching from there to any other place.)  लगाई गई है।

 

 

CCTV कैमरों से होगी निगरानी
सुरक्षा व्यवस्था के तहत मैदान के प्रवेश और निकास द्वारों, मंच और लोगों के बैठने की जगहों सहित प्रमुख स्थानों पर हाई-डेफिनिशन CCTV कैमरे लगाने (As part of the security arrangements, installing high-definition CCTV cameras at key locations, including the venue’s entry and exit gates, the stage, and the seating areas.) होंगे। निगरानी के लिए कंट्रोल रूम बनाना और उसमें कम से कम पांच मॉनिटर (Setting up a control room for monitoring, equipped with at least five monitors)  रखना भी जरूरी होगा।

आयोजकों को पर्याप्त संख्या में वॉलंटियर्स तैनात करने (Organizers should deploy adequate number of volunteers.) होंगे। उनकी पहचान के लिए बैज या एक जैसी ड्रेस की व्यवस्था करने के साथ पीने के पानी और पर्याप्त शौचालयों का इंतजाम (Arrangements for identification—such as badges or uniforms—along with provisions for drinking water and adequate toilet facilities.)  भी करना होगा।

 

 

भड़काऊ भाषण और यातायात व्यवस्था पर नजर
दिल्ली पुलिस ने आयोजकों को रैली शांतिपूर्ण ढंग से संपन्न कराने के निर्देश (Delhi Police has directed the organisers to ensure that the rally is conducted peacefully.) दिए हैं। पुलिस की शर्तों के अनुसार, सामाजिक सौहार्द बिगाड़ने वाले या धमकी भरे भाषणों को रोकने की जिम्मेदारी आयोजकों (As per the police’s conditions, the responsibility for preventing speeches that disrupt social harmony or contain threats lies with the organizers.) की होगी। ऐसे भाषण की स्थिति में माइक बंद कराने और संबंधित वक्ता को मंच से हटाने के निर्देश (Instructions to have the microphone switched off and the speaker in question removed from the stage in the event of such a speech.) दिए गए हैं।

 

रैली में आने वाली बसों और अन्य वाहनों को ट्रैफिक पुलिस के निर्धारित स्थानों पर ही पार्क करना (Buses and other vehicles coming for the rally should be parked only at the places designated by the traffic police.) होगा। आयोजकों को बसों की संख्या, वाहनों के रजिस्ट्रेशन नंबर, वॉलंटियर्स की सूची और कार्यक्रम का विस्तृत शेड्यूल (The organizers [need to provide] the number of buses, vehicle registration numbers, a list of volunteers, and a detailed schedule of the event.) भी उपलब्ध कराना होगा।

 

 

SIR और मुख्य चुनाव आयुक्त के मुद्दे पर जुटेगा विपक्ष
1 नवंबर की रैली मतदाता सूची के विशेष गहन पुनरीक्षण (Rally on November 1st for the special intensive revision of the electoral roll)  (SIR) और मुख्य चुनाव आयुक्त ज्ञानेश कुमार को लेकर विपक्ष के विरोध प्रदर्शन से जुड़ी (Related to the opposition’s protests regarding Chief Election Commissioner Gyanesh Kumar)  है। विपक्ष SIR की प्रक्रिया पर सवाल उठाते हुए ज्ञानेश कुमार के इस्तीफे की मांग (Opposition questions the process followed by the Search Committee (SIR) and demands the resignation of Gyanesh Kumar.) कर रहा है।

रैली के लिए जारी अनापत्ति प्रमाणपत्र (NOC) निर्धारित शर्तों के अधीन है। आयोजकों को संबंधित प्राधिकरणों की जरूरी अनुमति और सुरक्षा संबंधी निर्देशों का पालन (Organizers should obtain necessary permissions from the relevant authorities and follow safety guidelines.) करना होगा। शर्तों के उल्लंघन पर कानूनी कार्रवाई हो सकती है।

रैली से पहले DCP का निरीक्षण सुरक्षा व्यवस्था की तैयारियों (DCP inspects security arrangements ahead of the rally) का हिस्सा है। कार्यक्रम के दिन भीड़ को नियंत्रित रखने, यातायात सुचारु बनाए (Ensure crowd control and smooth traffic flow on the day of the event.)  रखने और तय समय के भीतर आयोजन पूरा कराने पर पुलिस की नजर (Police keeping an eye on completing the event within the stipulated time) रहेगी।
