Singrauli News: नगर निगम सिंगरौली की आर्थिक तंगी (Financial crunch of Singrauli Municipal Corporation) के बीच आखिरकार करीब 4 करोड़ रुपये की राशि मिलने की जानकारी सामने आई (Information has come to light.)  है। लंबे समय से बजट के अभाव में विकास कार्यों के भुगतान अटके (Payments for development works have been stalled for a long time due to a lack of funds.)  हुए थे, जिससे ठेकेदारों को महीनों तक अपने बिलों के लिए अधिकारियों के चक्कर लगाने (Contractors have to run around officials for months to get their bills cleared) पड़े।

नई ताकत न्यूज नेटवर्क लगातार इस मुद्दे को प्रमुखता से उठाता (Raises the issue prominently) रहा कि नगर निगम की खराब वित्तीय स्थिति के कारण ठेकेदारों का भुगतान नहीं हो पा (Due to the poor financial condition of the Municipal Corporation, contractors are not able to be paid.) रहा है। सूत्रों के अनुसार, नगर निगम की वित्तीय स्थिति संभालने के लिए सिंगरौली से भोपाल तक लगातार प्रयास (Continuous efforts from Singrauli to Bhopal to stabilize the Municipal Corporation’s financial position.) किए गए, जिसके बाद यह राशि उपलब्ध हो सकी।

अब सबसे बड़ा सवाल यह है कि 4 करोड़ रुपये का वितरण किस आधार पर होगा (On what basis will the distribution take place?)  क्या भुगतान पारदर्शी तरीके से सभी पात्र ठेकेदारों (Payments to all eligible contractors in a transparent manner.) को मिलेगा, या फिर पहले उन ठेकेदारों को प्राथमिकता दी जाएगी जिनकी अधिकारियों तक अधिक पहुंच मानी (Priority will be given to contractors perceived to have greater access to officials.) जाती है?

दूसरी ओर, कई छोटे ठेकेदारों का कहना है कि उन्होंने कठिन परिस्थितियों में भी नगर निगम के विकास कार्य (Many small contractors say that they have continued the development work of the Municipal Corporation even in difficult circumstances.)  पूरे किए, लेकिन भुगतान के लिए महीनों से कार्यालयों के चक्कर काट (been running around offices for months) रहे हैं। ऐसे में उनकी नजर अब इस बजट पर टिकी हुई है।

वहीं यह भी सवाल उठ रहा है कि क्या 4 करोड़ रुपये नगर निगम की वित्तीय व्यवस्था को स्थिर कर (Stabilize municipal finances) पाएंगे, या यह राशि कुछ समय की राहत देकर एक-दो महीने बाद फिर भुगतान संकट खड़ा (The funds provided temporary relief, but a payment crisis resurfaced after a month or two.) कर देगी?

अब निगाहें नगर निगम प्रशासन (All eyes are now on the Municipal Corporation administration.) पर हैं कि वह इस राशि का उपयोग पारदर्शिता, निष्पक्षता और प्राथमिकता के आधार पर करता (Acts based on priority) है या नहीं। भुगतान की सूची और प्रक्रिया ही तय करेगी (The payment list and process alone will determine it.) कि यह बजट राहत साबित होता है या फिर नए विवादों की शुरुआत।
