Singrauli News: सिंगरौली में एश डाइक क्षतिग्रस्त होने के बाद सासन पावर पर सख्ती, 31 दिसंबर तक सुरक्षा सुधार पूरे करने के निर्देश

Singrauli News: सिंगरौली सासन पावर लिमिटेड के एश डाइक के क्षतिग्रस्त हिस्से से फ्लाई-ऐश के आसपास के खेतों (Fly ash from the damaged section of the Singrauli Sasan Power Limited ash dyke [spilling onto] the surrounding fields.) तक पहुंचने की घटना के बाद जिला प्रशासन की पहल पर बड़ी कार्रवाई (Major action taken at the initiative of the district administration.) हुई है। कलेक्टर गौरव बैनल के प्रतिवेदन पर मध्यप्रदेश प्रदूषण नियंत्रण बोर्ड ने विशेषज्ञ समिति की तकनीकी रिपोर्ट (Technical report by the expert committee of the Madhya Pradesh Pollution Control Board on the report.) के आधार पर सासन पावर को एश डाइक की सुरक्षा और स्थायित्व से जुड़े (Based on the safety and stability of the ash dyke to Sasan Power) सुधार कार्य कराने के निर्देश दिए हैं। बोर्ड ने इन कार्यों को 31 दिसंबर 2026 तक पूरा करने की समय-सीमा तय की है।
बारिश के दौरान एश डाइक के बाहरी हिस्से में क्षति और फ्लाई-ऐश के खेतों तक पहुंचने की घटना को प्रशासन ने गंभीरता (The administration has taken a serious view of the damage to the outer section and the incident involving access to the fly-ash fields.) से लिया था। इसके बाद एश डाइक की तकनीकी स्थिति, सुरक्षा और स्थायित्व की जांच के लिए विशेषज्ञ समिति गठित (Expert committee constituted to examine the technical condition, safety, and stability of the ash dyke.) की गई। समिति ने 3 और 4 सितंबर 2026 को मौके का निरीक्षण कर तकनीकी रिपोर्ट प्रस्तुत की। इसी रिपोर्ट के आधार पर बोर्ड ने सुधारात्मक कार्यों का आदेश जारी (Based on the report, the board issued an order for corrective actions.) किया।
निर्देशों के तहत क्षतिग्रस्त एम्बैंकमेंट की निर्धारित डिजाइन के अनुसार मरम्मत और व्यवस्थित कॉम्पैक्शन, डाउनस्ट्रीम स्लोप की ग्रेडिंग तथा इरोशन प्रोटेक्शन कराया जाएगा। इसके अलावा प्रभावी ड्रेनेज सिस्टम विकसित करने, क्रैक्स और इरोशन चैनल का उपचार (In addition to developing an effective drainage system, treating cracks and erosion channels.) करने तथा एश डाइक का जियोटेक्निकल असेसमेंट और स्टेबिलिटी एनालिसिस कराने (Conducting a geotechnical assessment and stability analysis of the ash dyke) को कहा गया है।
एश डाइक की निगरानी व्यवस्था को भी तकनीकी रूप से मजबूत (Ash dyke monitoring system also technically strengthened.) किया जाएगा। इसके लिए टो-ड्रेन और गैबियन वॉल, सीसीटीवी आधारित सतत निगरानी, संवेदनशील हिस्सों में ऑटोमेटेड अर्ली वार्निंग सिस्टम तथा पाईजोमीटर के माध्यम से पोर-वॉटर प्रेशर और जलस्तर की निगरानी की व्यवस्था (System for monitoring pore-water pressure and water level using piezometers.) करनी होगी। साथ ही सेटलमेंट और डिफॉर्मेशन की नियमित मॉनिटरिंग भी सुनिश्चित (Regular monitoring of settlement and deformation is also ensured.) की जाएगी।
बोर्ड ने अनुपालन सुनिश्चित करने के लिए सासन पावर को 50 लाख रुपये की बैंक गारंटी जमा करने के निर्देश (Instructions for submitting a bank guarantee) दिए हैं। आदेश के अनुसार क्षतिग्रस्त हिस्से की बहाली पूरी होने और सक्षम प्राधिकारी से सत्यापन (Restoration of the damaged section upon completion and verification by the competent authority, in accordance with the order.) के बाद ही संबंधित Lagoon-1 में फ्लाई-ऐश स्लरी का निस्तारण दोबारा किया जा सकेगा। इससे एश डाइक की सुरक्षा, पर्यावरण संरक्षण और आसपास के ग्रामीण क्षेत्रों की सुरक्षा (This ensures the safety of the ash dyke, environmental protection, and the safety of the surrounding rural areas.) को लेकर निगरानी और जवाबदेही दोनों बढ़ेंगी।
